Hrabstwo powstało 1 kwietnia 1820 roku i nosi imię Davida Williamsa - członka milicji stanu Nowy Jork, który brał udział w ujęciu Johna Andréa, brytyjskiego szpiega podczas wojny o niepodległość Stanów Zjednoczonych.
