Walter Hallstein (17 November 1901 – 29 March 1982) was a German academic, diplomat, and statesman. He was the first president of the Commission of the European Economic Community and one of the founding fathers of the European Union.

On 23 February 1961, Robert Lemaignen, Member of the EEC Commission responsible for Social Affairs, Agriculture, Transport and Overseas Countries and Territories (chairman of the group), and Bokar N'Diaye, Mali's ambassador to France, countersigned three financing agreements concerning agricultural developments, pastoral water projects and means of combating tuberculosis.
